Our 2022 Bill Package

Dear Friend,

The months of February and March are some of the busiest here in Sacramento. With the start of every legislation session, lawmakers make new bill introductions and ramp up for a long committee season where bills will go for policy and funding review. After weeks of hard work, my team and I are excited to announce our 2022 legislative package — 15 new bills!

This year’s bills cover a wide range of issues vital to Orange County and Californians up and down our state. I kept my promise to introduce a ban on ALL offshore drilling in California state waters, and I also introduced legislation that will build on the momentum we built last year to protect victims of domestic violence, improve gun safety, strengthen local elections, and more. As the war in Ukraine continues, I am a proud co-author of Senate Bill (SB) 1328, which will require state pensions to divest from Russian investments, while also calling on California-based companies to do the same. This move brings the full weight of the world's fifth largest economy against Vladimir Putin and his brutal war machine.

As COVID-19 cases and hospitalizations decline, we are making huge strides since the Omicron variant surged the pandemic to new levels earlier this year. With over 71% of Californians fully vaccinated, I am hopeful that more relaxed protocols are on the horizon if we all do our part to get vaccinated and follow the science. And while I know new challenges will arise, the waning of the pandemic has given us a new sense of a duty to serve. I’m beyond grateful to you for the honor of serving you and our great state.

Domestic Violence: A Bill Package For Survivors

Educator of the Year

Like last year, I am proud to introduce a package of three bills to protect, strengthen, and enhance the rights of those affected by domestic violence and abuse.

SB 935 will clarify often misunderstood language that Domestic Violence Restraining Orders can be renewed as many times as necessary.
SB 975 protects domestic violence survivors and foster youth from facing unjust debt collection when the debts result from coercion from their abusers.
SB 863 permits Domestic Violence Death Review Teams to examine near-deaths and equips those teams to leverage the powerful voices of survivors against fatal domestic violence. As the law stands today, teams in California are unable to benefit from one of the greatest resources in the fight to end fatal domestic violence: the voices of survivors.

Gun Safety

Educator of the Year

Building on the successful enactment of my bill SB 264 last year, I have introduced SB 915, which will end firearm and ammunition sales on all state property, effectively eliminating the sale of “ghost guns” and straw-party sales on all public grounds. You can read the full press release HERE.

SB 1384 will require firearms retailers and their employees to complete regular training to prevent illegal sales. This bill will enhance safety measures and business practices that have been created and overseen by the California Department of Justice.

Offshore Drilling

Educator of the Year

Just 3 miles off the coast of Huntington Beach sit California's last remaining oil platforms. Where there is drilling, there is going to be spilling. Last October, when nearly 25,000 gallons of toxic crude oil spilled onto our coastline, I decided enough was enough. My bill, SB 953, will prohibit offshore drilling in state waters, requiring the State Lands Commission to terminate all existing leases and ban offshore drilling in California. Safer Transit Systems

Educator of the Year

No Californian should feel unsafe while traveling to work, school, or anywhere throughout our state. My SB 1161, in partnership with Stop AAPI Hate, will help restore confidence in the safety of public transportation so everyone can ride from one place to the next without fear. This bill will ensure that our transportation agencies will take the first steps toward stopping unwanted behavior, sexual assaults, and intimidation that afflicts too many public transit riders. Local Elections Reform

Educator of the Year

In the 2020 Primary Election, Orange County voters cast a total of 818,021 ballots, compared to over 1.5 million votes in the General Election. SB 286 would bring Orange County in line with the rest of the state in selecting the trustees for the OC Board of Education, our most important body for K-14 education in the county. Instead of electing trustees during the primary where voter participation is lowest, this bill will require elections to the OCBE to be held during the November general election. Career & College Fairs

Educator of the Year

SB 1080 will require local school districts to notify nearby communities colleges when college or career fairs are taking place. Similar to existing law that requires notifications to trade schools, SB 1080 creates greater access to alternative pathways to higher education and skilled jobs. For those looking to transfer to a four-year university, attain an Associate Degree, or enter the workforce, this legislation helps level the playing field for students.
